This is Sammy Truscott, who had the bicycle repair/manufacturing shop in Summercourt village. According to Doug Burt, in the evening several of the village men went to Sammys shop where they worked on little projects of their own - including Alfred Peters Jose, who filed various small components to make a shotgun which Doug saw when it was finished.
